Part 2: The Confrontation on Harbor Avenue

Part 5: The Standard of Justice

Ten minutes later, Harbor Avenue looked like a major crime scene.

Chief Investigator Raymond from Internal Affairs stood by the open trunk of Briggs’s cruiser, pulling out three thick manila envelopes filled with thousands of dollars in unmarked cash, along with a handwritten ledger detailing months of illegal shakedowns directed at local taxi and shuttle drivers.

Briggs stood stripped of his belt, badge, and sidearm, his wrists secured firmly in steel handcuffs behind his back as two state troopers escorted him into the rear of a transport vehicle. Malloy and the third officer were placed in separate vehicles, facing formal administrative suspension and grand jury indictments for their roles in the conspiracy.

Caroline walked back over to the shuttle, where Luis Bennett stood leaning against the fender, still processing the surreal transformation of a simple passenger into the highest authority in the department.
